2010 BYLAWS

 

MEMBERSHIP:

 

1.         The number of members in the club will not be restricted to any specific number.

2.         At the beginning of each New Year, all active members from the previous year will be eligible for membership in the club.

3.         Application of membership is open, however, the rules below apply.

                         

                        A.         If any member has an objection to admitting the candidate to the

                                    Club, the member with the objection will inform the President at the

                                    end of the meeting.  The President will call a special Board of

                                    Directors meeting for the next day with the objecting member and the

                                    sponsoring member in attendance.  The Board of Directors will deter-

mine whether to admit the candidate by a secret ballot.  The candidate will be admitted by a positive vote of a simple majority of the

                                    Board of Directors present and would become eligible to fish the   

                                    next tournament. 

                       

                        B.         If no member objects to the candidate's admission, the candidate will

                                    be admitted and will be eligible to fish the next tournament.  The

                                    sponsoring member will be responsible for notifying the candidate of

                                    the outcome.

 

BOARD OF DIRECTORS:

    

1.         The Board of Directors will consist of the following members:

                        President: Roy Collins

                        Vice-President/Tournament Director: Robin Walker 

                        Secretary/Treasurer: Brad Korando

                        Immediate Past President: Keith Bailey

                       

2.         The new members of the Board of Directors for the next year will be elected at the last regularly scheduled club meeting in the year.

3.         The Board of Directors will submit a questionnaire to the membership during December for suggestions on bylaw, tournament rules, and operational changes for the upcoming year.

4.         The Board of Directors will prepare a proposed set of bylaws. Tournament rules, operational changes, and tournament schedule for the next year.

 

MEETINGS:

    

1.         An organizational meeting will be held the second Monday of January for each year the club exists. The Board of Directors will present the proposed bylaw and tournament rule changes and the proposed tournament schedule at this meeting. Changes to the proposals can be submitted by

            membership from the floor at this organizational meeting.

2.         Regular monthly meetings will be held the second Monday of each month during the year to conduct business.

3.         All meetings will begin at 6:30 pm at the Tele’s Mexican Restaurant on Gilmer Rd.  in Longview.

DUES AND CLUB FINANCES:

    

1.              Dues will be $45 per year: 

2.         15% percent of the tournament entry fees will be retained by the club for operational expenses.

3.         Depending on the Size of the club membership.  All monies left in the club will be distributed to the active membership at the end of the year in the form of trophies, plaques, and distributions and/or Club additional contribution to the Classic the will be voted on at the organizational meeting in January.

 

DISQUALIFICATION:

    

1.         Any member caught cheating or participating in any unlawful act will be disqualified from that tournament in which the act occurred.

2.         In the case of cheating, the member will be removed from the club. The Board of Directors will determine the guilt of the accused when a charge of cheating is made.

3.         Any accusation of cheating or participating in an unlawful act must be submitted to the Vice-President/Tournament Director within 15 minutes after the weigh-in is completed.

       

POINTS:

    

1.         Points will be acquired for each fish weighed during tournament competition. Each ounce of weight will equal one point.  Points will be calculated to the 100th.

2.         Attendance at meetings will add points to a team's yearly total. Each meeting attended by at least one team member will add 1/2 point to the team's yearly total.

3.         Participation in tournaments will add points to a team's yearly total. Each tournament fished by at least one member will add ˝ point to the team’s yearly total.

4.         All points accumulated during the year will be totaled to determine the Angler of the Year.

5.         The Secretary/Treasurer will issue a report of point standings at each monthly meeting.

PENALTIES:

    

1.         An angler submitting an illegal fish to the Sergeant at Arms at the weigh-in will be penalized 3 lbs.for each illegal fish submitted and the fish will not be weighed.

2.         An angler submitting a dead fish to the Sergeant at Arms at the weigh-in will be penalized 4 oz.

 

LIABILITY:

    

1.             The Pine Tree Bass Club and its Board of Directors will not be held liable for any accidents or other altercations that may occur at meetings or tournaments.

 

CHANGES TO THE BYLAWS AND TOURNAMENT RULES:

    

1.         The Board of Directors and the general membership are responsible for finalizing the Bylaws and Tournament Rules for the new year at the organizational meeting. 

2.         No Bylaws or Tournament Rules can be changed after the organizational meeting.

    

      

 

DATES:

    

1.               All tournaments will be held the Saturday and Sunday following the regular monthly meetings from February through October.

2.               In case of a night tournament, starting time may begin Friday and Saturday evening.

3.         An extra tournament ("floater") will be held during one of the months between February and September. The date of this tournament will be determined by the Board of Directors.

4.         The date of a tournament can be changed no later than the regular scheduled meeting the month prior to the date the tournament will be held. If a tournament date is changed, all members not present at the meeting will be notified by the Secretary/Treasurer of the change.

5.         Changing the schedule is allowed in the case that a lake is inaccessible due to low water or a

            Lake shutdown.

 

TIMES:

    

1.         All tournament times will be submitted and voted on at the regular meeting before each tournament. The floater will be voted on at the regular scheduled

meeting prior to the floater tournament. There are no limitations for the length of tournaments. Any reasonable hours submitted and voted in will be     

             accepted.

2.         Tournament starting time will be determined at the regular monthly meeting prior to the tournament based on nominations/majority vote from the members present

 

LAUNCHING RULES:

    

1.         A member fishing a tournament may launch from any location on the tournament lake. Check-in prior to launching will not be required.

2.         A member fishing a tournament may launch at any time and leave the ramp at his/her discretion. A member may not, however, begin fishing until the scheduled start time of the tournament.

    

WEIGH-IN:

    

1.         The Board of Directors will determine the weigh-in site for each tournament.

2.         Members are expected to be at the weigh-in location by tournament ending time. In the case where boat traffic makes it impossible to either load or beach their boats and get to the weigh-in, verbal check-in with one of the Tournament director or another member for the tournament will be sufficient for the member to be considered on-time. The Tournament director will use the roster to check off the anglers as they check-in. The Tournament directors watch will be used as the official time piece for the tournament.

3.         All fish must be brought to the weigh-in in a weigh bag with water, no exceptions.

4.         The Sergeant at Arms will use the measuring board provided by the club to measure fish submitted for weigh-in.  Once a member hands his weigh bag to the Weigh master it is considered official and if a short fish is determined by the weigh master the appropriate penalty will be assessed.

5.         Any protest must be made in writing and given to the Vice-President/Tournament Director within 15 minutes after the weigh-in is completed.  The decision of the Vice-President/Tournament Director will be final.

6.         If the Vice-President/Tournament Director is absent from the tournament, a member of the Board of Directors will be selected to act as Tournament Director by the President.

 

    

 

TOURNAMENT TYPE:

    

1.         All tournaments will be a team format, consisting of a five fish stringer.

2.         A big bass pot will be accumulated for each regular tournament.

3.         All state and lake rules apply to fish length and number of fish eligible to be weighed. Any exceptions/additions to this tournament rule will be so noted on the Tournament Schedule.

4.         All tournaments will be catch and release. However, any member catching a trophy fish may keep the fish.

5.              Entry fees for each tournament will be $30 per man/$60 per team: $25/$50 for the stringer and $5/$10 for the big bass pot.

6.              Stringer pot will consist of entry fees for tournament plus.

7.         The payouts for the stringer competition will be as follows:

            40%-First place   30%-Second place   15%-Third place

8.         The total of the big bass pot will be paid to the angler catching the big bass.

All entry fees must be paid to the Secretary/Treasurer by the Friday prior to the tournament.

 

TEAM FORMAT

A team will be made up of one or two people.  Once established the team must remain the same throughout the year.  If the team dissolves during the year but both parties remain in the club all accumulated points will be lost.  If one person leaves the team or can not finish the year the remaining member will keep the total accumulated points and finish the year by himself or he may bring in a permanent substitute. The new member is responsible for the same dues as all other members.

If a member of a team can not participate in a tournament, there may be three substitutions allowed, per team, during the regular season.  There will not be any substitutions allowed for the classic. 

SLOT LAKE TOURNAMENTS

 

1.         The paper tournaments will be an honor system tournament.  

2.         Each team will be responsible for measuring and recording their own weight.

3.         Slot lake tournaments will also be a combo of paper and real weight.

4.         Paper weight will be determined by a conversion chart furnished by the club.

5.         A team may weigh five fish of which only the legal limit determined by state regulations            may be live.  Or an angler may choose to have all paper or a combination of the two as long as the total fish counted are five or less.

 

YEAR-END CLASSIC:

    

1.         The classic will be a one or two day tournament to be determined by the general membership. With a combination weight of the two days if it is a 2 day event.

2.         The classic tournament date will be established in the tournament schedule prepared by the Board of Directors.

3.         Each team that has attended a combination of at least 12 club events (meetings or tournaments) will be eligible for the Classic.

4.         Entry fees for each tournament will be $30 per man/$60 per team: $25/$50 for the stringer and $5/$10 for the big bass pot

5.         The club will contribute $300 minimum from the club monies for the classic.

6.         Payback will be 100% of the entry fees plus the $300 minimum from the club monies to be distributed as follows based on total stringer weight:

45%-First place   25%-Second place   15%-Third place   10%-Forth place   5% Fifth place

7.         Lake selection for the classic will occur at the final regular scheduled meeting of the year.  

8.         Each team eligible, after submitting payment for the tournament, may nominate a name of a lake to be chosen by random draw.

9.         Lakes nominate must be within an 80 mile radius of Longview.

10.        The weigh-in site for this tournament will be nominated and selected by a majority vote of the  eligible anglers present.

 

GUESTS:

    

1.         Substitutions can be made for any regular tournament.  If any guest wins money in any tournament they must pay for club membership.  

2.         Guests fees are the same as regular member fees.

 

MISCELLANEOUS:

    

1.         All tournament participants must wear life jackets while the boat is running on plane.

2.         Only artificial baits can be used in a tournament; pork rind baits are acceptable.

3.         Non-boaters are responsible for finding a ride for the tournament.

4.         No alcoholic beverages or illegal drugs are to be consumed during tournament hours or at the weigh-in.

5.         The tournament lake is off-limits only from 12:01am until the tournament start time the day of the tournament.

7.              The use of dip nets is permitted.

8.              All members are invited to attend year end banquet.  Only those members who have fished a minimum of six tournaments will be eligible for door prizes.

9.              Trolling with the outboard motor is prohibited

10.           The use of mobile communication devices such as cell phones, marine radios, walkie talkies, CBs, etc... to communicate fishing locations or information during tournaments is prohibited.  These devices are permitted in case of emergencies.

11.           In the event of a tie for big bass in a paper tournament, the tie breaker will be determined by the next biggest paper fish and so on until a winner can be determined.

12.           In a paper tournament, the team is responsible to measure their fish.

13.       To be eligible for the big bass of the year award, your fish must be weighed on official          tournament scales.  No paper weight fish is eligible.
